Addendum: first of all, are the Goignans German or not i.e. are they 'inside' or 'outside' the culture they're referencing? While there are clearly nuances to this, I think it would be safe to say that the meme's intention is to evoke a #PoliticsNationalismEthno position i.e. that being black disqualifies you from being German (that Germans are ethnically homogeneous). As per the above question, "Kingsley Junior Coman is a French professional footballer who plays as a winger for Bundesliga club Bayern Munich and the France national team" and Sephora is Canadian i.e. neither are German - both are 'outside' the culture they're referencing in this image.
