The tweet is a response to one about #OrgClassifPPNLBIJ1SylvanaSimons braiding blonde hair (extensions?) into her hair. Through including the video frame-grab here, the tweeter is linking her to the issue of Uyghur's being exploited (as explained in the Algemeen Dagblad article). The Sylvana Simons image appears to be been taken from and interview that she did, which was published on the #WebsiteNetherlandsJoop on 31 August 2016 https://joop.bnnvara.nl/nieuws/sylvana-simons-waarom-media-vertrouwen [Wikipedia] when she was still a member of the #OrgClassifPPNLDENK political party (between 18 May and December 2016).
