Context apparently, this is Lee Atwater who appears to be explaining the #CampaignStrategySouthernStrategy devised to turn voters towards the US Republican Party and to elect #OrgClassifPPUSRepublicanPartyGOPPOTUSRichardNixon. His mention of 'coded' here has come to be known as a #MetaphorDogWhistle.
