While this might have a specific, US-localised interpretation (such as a more general criticism of US #LiteralSchoolPublic), it seems more likely that it a case of the #NarrativeInnateAbility i.e. the epistemological belief in the authority of innate ability over 'cultured' understanding (e.g. Foucault).
