"#TauntWoke #ConspiracyTheory_NewWorldOrderNWO Police" is clearly a criticism of the police. The criticism appears to reflect the poster's inability to reconcile the reality with their (presumably) historical revisionist/nostalgic (and "law-and-order") conception of the role of the police.
Anti #OtheringElitesLiberalCulturalEducated criticism of #OrgUKPoliceMetropolitanCOMNRCressidaDick, Commissioner of Police of the Metropolis (because, of the angle/shortening of the depth-of-field, the image implies that Dick and her officer are standing too close together).
Update, I previously misinterpreted the image as #TheoryAffectiveResponseOutrage directed at selfie snapper set in relation to (morally stable and intellectually impervious to criticism definition of) heroes.
